Use must or have to when an action is necessary. Use don't have to or needn't when it is optional, not forbidden.

Structure

subject + must / have to + base verb

Use this for necessary actions. Must is stronger and more direct; have to often points to outside rules or facts.

subject + do/does + not + have to + base verb

This means the action is not necessary. It does not mean the action is forbidden.

subject + needn't + base verb

Needn't also means no necessity. The next verb is bare: needn't wait, needn't pay, needn't come.

When to use

Rules and duties

Use must or have to when a rule, job, school, or situation makes the action necessary. You have to wear a badge here.

Optional actions

Use don't have to or needn't when the action is your choice. You can do it, but nothing requires it.

Saving effort

Use needn't when you want to say a step is unnecessary now. Anna needn't call; I already sent the email.

Common misconceptions

Don't have to means the same as mustn't.

No. Don't have to means the action is optional. Mustn't means the action is not allowed.

Needn't is a different meaning from don't have to.

In most everyday situations, both mean no necessity: the action is possible, but not required.
